Jasper van den Boom

About me

I am Jasper van den Boom (PhD, LLM). I specialise in EU competition law and the economic regulation of network industries. I focus particularly on the regulation of digital markets, as well as energy markets.

I currently work as assistant professor EU competition law at Leiden University, where I teach courses at the Bachelor and Master level in EU law, competition law, and regulating the digital economy, conduct research into digital markets, and participate in project groups and write grant proposals related to digital regulation and markets for energy storage. Besides this, I am an external affiliate in the project 'Shaping Competition in the Digital Age' (SCiDA) at Heinrich Heine University and the University of Exeter in the UK. I am currently in the process of writing a book with the SCiDA project group on best practices for the regulation of digital markets.

Over my career, I have published numerous articles and papers on digital regulation and the effectiveness of competition law, and co-authored a number of impactful reports such as the "TILEC report on the effectiveness of the abuse of dominance prohibition in the Netherlands" and "Recommendations for effective search remedies" with the Knight-Georgetown Institute in Washington D.C. My qualifications are mostly academic, but my work has often taken policy- or practice-oriented approaches. My accessible writing and presenting style help me to translate complex ideas to short and understandable formats that clearly communicate the most important messages.

My current projects involve extending the scope of my research on ecosystem competition to study how to foster innovation and competitiveness in regulated ecosystems, continued research on the Digital Markets Act, Digital Markets, Competition, and Consumer Act, and digital regulation in other jurisdictions, focusing particularly on opportunities for private and decentralized enforcement. I am also conducting research into markets for the short- and long-term storage of energy and writing contributions to regulation theory on incentive-based regulation and policy. I am publishing my book ‘Regulating Competition in the Digital Network Industry’ in December this year.

Academic research, advice and consultancy on digital competition related to Digital Markets Act, EU or Dutch competition law.

I am available for professional courses on the Digital Markets Act, with in-depth exploration of the designation procedure, substantive obligations, goals and objectives of the DMA, rights of gatekeepers and business users, procedures, international cooperation, and its relation to EU competition laws.

I am currently developing an online course on the Digital Markets Act consisting of 20 modules and selected relevant literature to offer comprehensive information to specialists and businesses.
